Bettye Arre: You can use just about anything for toys when you have rats, so long as it's not going to hurt them if they chew it up or swallow it(because it most likely will get chewed on). Paper towel rolls, pvc pipes, hamster tubes, paper towels(they love to shred them up), wooden things to chew on(this also keeps their teeth short)... Things like that.
